Abstract

This essay is based on results obtained during the development of a doctoral dissertation in the field of Letters. It focuses on a Brazilian policy called Acervos do Programa Nacional Biblioteca da Escola – PNBE (Collections of the National Program Libraries in School). These collections are distributed to educational systems through a program called Educação de Jovens e Adultos – EJA (Education for Young Adults and Adults) whose thematic regards literary reading in the process of adult schooling. The purpose of writing this study is to carry out a comparative and interpretative analysis of two recent national programs regarding school libraries. Theoretical and methodological support is based on compared studies (Franco 1992; Krawczyk 2013) and document analysis method. The goal is to assess the approximation and distance of the educational policy for reading practiced by PNBE in Brazil and by the Programa Rede de Bibliotecas Escolares – PRBE (School Library Network Program) in Portugal. Comparison was used to interpret and analyze the regulation and the political strategy for reading in favor of the literate culture in contemporary school education in Brazil and in Portugal. The study points out some issues about books, adult readers, reading and management of the school library network in a historical moment characterized by performativity (Ball 2013) of educational policies in a global scale.
